Coach John Fox said the Panthers haven't decided who will start in place of injured wide receiver Steve Smith against Washington. "That will be close to a game-time decision," Fox said.Smith sustained a pulled hamstring muscle last week and could miss another week or two. Karl Hankton is listed second on the depth chart. Rookie Walter Young is third, but might be a better bet to start. Young has been getting most of the work with the first team since Smith's injury.
Smith's roles in the return game also must be filled. Michael Bates and Terrence Wilkins are likely to return kickoffs, with Wilkins expected to handle punt returns. -- P.Y.
