I'm a little suprised they went the high route with Howard.

CHARLOTTE — The Carolina Panthers have tendered restricted free agent cornerback Reggie Howard at $1.3 million, meaning it will take a first-round draft pick for another team to pry the team’s starting cornerback away.
Even if another team does sign Howard to an offer sheet, which now appears unlikely, the Panthers would still have the option to match it.
Initially, the Panthers were hoping to offer Howard the lower tender of $605,000 but decided against it given the lack of quality cornerbacks in the free agent market. If the Panthers had tendered Howard at the lower amount, they would have received no compensation for him had they lost him.
The Panthers still haven’t decided on which tender to give fullback Brad Hoover.
However, the Panthers have tendered offensive lineman Jeno James and Tutan Reyes, linebacker Lester Towns and tight end Jermaine Wiggins at the lower amount of $605,000. The Panthers did not tender an offer to running back Joe Montgomery, making him a free agent.
Getting closer on Peete
Team officials remain quietly optimistic they will reach a deal soon with veteran quarterback Rodney Peete, possibly even before the end of the day today.
Panthers GM Marty Hurney said he made “significant progress” in dealing with Peete’s agent Tom Condon on Wednesday, but said no deal has been solidified. The two sides were expected to continue talking last night.
If Peete doesn’t agree to a deal today, he’ll become an unrestricted free agent and be free to sign with any other team.
Carolina’s other eight unrestricted free agents, including starting guard Jamar Nesbit and linebacker Hannibal Navies, are expected to explore the free agent market.
Stewart, Davis watch
As previously reported, keep an eye on the Panthers making a run at free-agent quarterback Kordell Stewart and running back Stephen Davis, both of whom were released on Wednesday. The Panthers are also interested in free-agent quarterback Jake Delhomme, who is expected to visit on Friday. The Panthers may also take a look at free agent Todd Collins, formerly of the Buffalo Bills.
