It's 3rd and 1, and he could basically just walk forward to get the first down because there's no one in front of him, but instead he waits and waits just behind the line and finally throws it directly to DeAngelo Hall. Hall returns it for a touchdown, but Brooks is bailed out by a stupid roughing the passer penalty.

the rule concerning what is and is not a touchdown needs to be changed. that BS they called when Vick ran outta bounds should not be allowed as a touchdown.

The rule was changed for players who stick a foot across the line as they're going out of bounds but can't get the ball inside the pylon, so it makes some sense.
