we certainly would have, if we'd resigned Grant and Mangum pre-FA. I don't know if re-signings count, but the lack of quality means we sign volume, like Tylski, who unfortunately counts. And if we sign a bunch of Tylskis, then we sign more than we lost, and we are ineligible.

The resignings do not count, and Tylski probably does not count. There is a minimum salry to count. It was over a mil a year average several years ago. This is all AdamTJs speculation, but he's been right on several years in a row.
