Just looking at the NCAA Tournement Page, NC State in 1974 never had to leave the state of NC on the road to the title. ACC Tourney was in Greensboro and they played their Regional Final game at Reynolds Coliseum . .

Check that, they were undefeated 27-0 in 1973, and 30-1 in 1974.

Why couldn't they participate in the 1973 NCAA Tournement? Did it have something to do with the recruiting of David Thompson?
