IMO, I can't imagine anything better than Photoshop, but I've never used Paint Shop. My Dad likes Photo Impact, and he's done some really cool shit with it, but the buttons are really different and I can't get into it. I use PS at work, so really, for me, it's the only graphic program, not just the best.
Image Ready that comes with Photoshop is cool too.

PhotoShop is MUCH better, but MUCH harder to understand... PSP is easier but not nearly as detailed... choose your poison... BTW for an easy go between try Adobe PhotoShop Elements... its sorta an easy version (but not quiet as good) of Standard Photoshop

I use Phito Shop and Painter Classic. I like em both. I also have a Wacom tablet and pen that is great for stuff.
