    I think this its true:

24 of 32 teams must agree. Goodell's big challenge is to get that to happen.

A small group of owners ( larger than 8? smaller than 8? ) are not happy with direction of negotiations.

    Is that accurate?

Yes. Rumor is, Buffalo and Cinncinnati are among the owners that are bitching. They voted against the '06 CBA. They led the charge to opt out early. Now, they are the dissenting voices among the owners now. Don't know if any NFC teams have joined them or not. It pisses me off that two miserly dinosaurs could in fact derail the whole league. No season is the rabbit hole to hell...

They object to teams being forced to spend at least 90% of the cap, which is a valid concern in a tiny market like Buffalo. That's way more payroll than they have ever paid before.

Since they are taking the same % of TV money as others what's their bitch. If they don't want to spend then don't give them the same % of the TV money

That won't work in some markets, like Buffalo. They may get the same TV $, but they are not matching the same overall revenue $ that other teams get. Easier to sell 20 sponsorships at 500k apiece in New York and Dallas than in Buffalo.

Yeah, revenue is way different, which is the whole point of owners building ridiculous stadiums like Dallas.
