shut down and spam questions

If anyone has a solution and/or educated guess as to how to rectify these situations I would appreciate it greatly, and would
forever be in your debt.

1) In order to shut down my computer (IE) I have to "restart" and then "shut down". [Shutting down normally produces a "computer is shutting down" page that remains on, with no way to get rid of it except to reset from the cpu housing. [I'd like to get back to shutting down the computer normally, of course.]

2) I get unsolicited email (Outlook Express) that opens to the website directly, instead of a message in the message box [these are usually porn; I also got what appeared to be an Italian newssite].

Anyhow, the website covers the whole computer screen [no task bar] and does not provide any way at all for exit (or minimize, etc.). I can't "block sender" because the site opens so quickly. I found that if I'm very, very fast with the deletion button that I can put it in my deletion bin (a site once opened from the deletion bin because I wasn't fast enough..lol?). Also, I have to guess which sites these are; they have really off-the-wall addresses, usually a set or random letters & numbers.

Suggestions, alms? Anyone else have any of these annoyances?

Could be all kinds of reasons for not being able to shutdown. I've seen occur because of the McAfee AV software, video adapter drivers, registry problems. Microsoft released a shutdown fix for Win98 back before 2nd edition came out.

I've had a similar, although not the same, shut down problem in the past. I ran WinDoctor that came with Norton SystemWorks and that cleared that and a bunch of other little quirks up for me.

Jazz if you havent go to the microsoft site and get all your upgrades then start playing around with things. could be one of the fixes will solve your problems. Mine computer was quirky till I got win98 fully updated.

Today I tried to upgrade IE6, but found that I had all of whatever they have to offer.

My computer was so freakin' slow last night that considered beating the crap out of it with a hammer and throwing the gd thing out in the yard. Tonight it's much faster(normal).
I know this a rookie and probably rhetorical question but, I wonder why such a huge difference in reponse time?

Yes; I've been told #s matter as how quickly you can get onto the web, also.

We must be talking 'bout 50 million people accounting for a slow night as compared to , say 5 million on the fast night.

Oh yeah if you're using add subtract it can crash your shutdown. I had a lot of problems with my AMD k2 running add/subtract once I got rid of that there were no more problems.

I ain't worried about any crashs, because I don't have the foggiest what he's talking about.

I'm going to download a bunch of upgrades from MSN tonight when I turn in; it take over three hours.
