    2013 QB tackling rules:
    Approach QB quietly and slowly
Tap GENTLY with ONE FINGER ONLY on shoulder
Softly say "Excuse me sir, may I sack you?"
At this point the QB will decide whether or not to be sacked and if he consents to being sacked will hand ball to official at which point defensive player will extend his hand to shake QB's hand GENTLY and say "Thank you very much sir"

Looks like a clean hit. Shoulder to the rib cage. Goodell is trying to make it a safe game. Those guys are paid alot of money and they know what it's all about.

You have to wonder how more defenders don't snap their necks

When I played, many years ago now so it could be different, we were taught to lead with our facemasks. Hitting with the top of your head, you have a much higher risk of neck/spine damage (compression). Probably concussion too.

Face up, your neck pushes back and has a little protection. If you hit with the crown of your head then you're at serious risk of an injury, though. Personally, I didn't have a problem with Hardy hitting that way (meaning I didn't feel it was "dirty"), but I also had no problem with them throwing the flag. While I don't like to see players get hurt, I think it's fair to say that the penalty was worth it since that won Carolina the game.

7 personal foul penalties were called -- 3 on OAK, 4 on CAR. Panthers fined total of $77k; Raiders $0.
