question about wallpapers....

Does anyone know how to make a smaller picture into a wallpaper without it being blocky?

You can always lower the resolution, but not increase resolution with pixals that aren't there to begin with. Instead of stretching the whole picture, choose to center it on the screen. It will appear small, but look as good as it can.
