That's the whole thing, I don't know that things went down that way. I'd think White is making noise to down play his laziness.

You can't. The NFL allocates each team a certain amount of money to sign their picks based on how many they had and where those picks were.

It's possible to work around that, but we're talking Redskin-like tactics.

... and why then would you have holdouts if it was all so set in stone?

There is a rookie pool, if they use too much on the #1, it has to come off of other salaries and they usually get the lower picks signed before the higher ones. The lower picks are signed at a pretty well set rate based on what those around them get, they don't have much bargaining power. The higher picks can try to play it up a bit.

Some teams consistently low ball, while some agents act like they're stupid and don't realize that there is a rookie pool limiting how much teams can give out. There are also the standard contract conflicts over length and structure, etc.

Might've been reaction to the Davis thing, Fox's regret. I don't know. Might've been a Rorschach. Might've been a "fuck off, we really don't like you much" thing.

The most stymying thing about this shit is that if Fox believes that, how in the hell does keeping Foster make sense?

Honestly, I didn't know Fox was dining with White. We heard about the Bing one.
