I want to drywall my garage. I have no need for insulation in there that I can think of. The temperature is fine in there, I don't care about soundproofing, and I'd just as soon save the money and be able to run wiring through the walls more easily anyway. I suppose insulation could theoretically save me heat in the room above the garage, but we barely use heat as it is anyway, so that's not a big concern.

Is there any reason, either in terms of building codes or function that I need to insulate beneath the drywall?

You should just wire first and then insulate. You'd be happier in the long run.

moisture barrier at least. You can't trap the air inside the wall without giving it a way to escape.
