    "These Value Groups were determined based on a review of a number of objective factors but is, by necessity, somewhat subjective in establishing the cut-offs"

    Would love to know these factors. Seems like 14-40 is a range that captures more of the average to good teams so those numbers look better.

    That probably refers to what they determined to be a "starter" versus a "non-starter."

    A starter was anyone that started 8+ games a season.
