The one I am in is done on ESPN.com. It starts with a regular draft and at the end of the year you can keep 3 players. You don't have to decide on those 3 untill a few weeks before the second season. During the off season you can make trades, use the waiver boards, add/drop what ever you want.

Just before the 2nd season all players (except the thrree you keep) get dropped to the pool of available players. Then you draft according to your ending position from last year. They do a cool draft order so those not in the playoffs don't throw all their final games. For example in a 10 team league it looks like this:

    10 Team Keeper League:
    FINISH 2003 DRAFT POSITION
    5th 1st
    6th 2nd
    7th 3rd
    8th 4th
    9th 5th
    10th 6th
    3rd 7th
    4th 8th
    2nd 9th
    1st 10th

wasn't a bad deal through ESPN either. One team for $50 for three years. My league is in the second year and I like it so far. Most teams got better the second year around and a couple got worse. Made things competitive all around.
