    Since the city doesn't own the land or the stadium, I can't imagine how this would be legally binding for a new owner.

    I'm no lawyer but I'm betting the agreement between Richardson/Panthers and the city of Charlotte includes a requirement that it be included in the terms of any transfer of ownership.

    Yet any lawyer worth his salt could easily get around that. At most the city could get some of the money back should the team move. This is all P.R. and no substance.
