Is it just me or does every other team in the league do a better job at this? Every game i have watched any part of has guys who are making solid tackles, even in the open field . .. then there are panther defenders

    pitiful

I disagree with this. There is a LOT of shitty tackling going on, but it's understandable. The rules pretty much allow next to no hitting in practice, and defensive players have become pensive when hitting to avoid a fine. This is not restricted to the Panthers.

Yeah, it's a league-wide epidemic. It's magnified with the Panthers because we don't have guys who can cover, either.

That's what I don't understand. Why do Panthers players in general play as soft or far off the player they are covering as they do. Who decides this? The player, the coaching staff, the type of defense being played?

I would have said the coaching staff, except as noted, Gamble played that same way under Fox. Maybe he's told them that's the way he prefers to cover and they're ok with it, but it's definitely frustrating. Even mixing in a little bit of press coverage would give offenses something to think about instead of them always knowing that the Panthers play loose.

When is it acceptable to move Gamble to safety?

That would just emphasize his weaknesses while minimizing his strengths.
