    I don't think there is a policy in place right now. the general consensus I've found is that we would get the first pick next year too if there is a lockout. Since there is no official procedure on this(that I can find), if I'm Buffalo or Denver,etc. I raise hell about a lottery.

    If I'm JR, I take a longterm view of the health of the NFL and the Panthers in particular, I'm tough as hell in negotioations with the NFLPA, and try to get a lockout (I can't believe I said that) so I can hopefully draft Luck next year.
