    Sprinkle granulated chlorine into the puddles. They can't breed in chlorine and it will last a long time. You can do it every month or so or after a heavy rain and it takes very little to work.

    Playing catch up here..........but if you can see down between the boards to know you have puddles - can't you take something down between the boards and poke holes in the plastic so the water can drain?
