if it's 10 inches high now - it's too long and on its way to seeding out when it gets warmer. You don't want that. Cutting your lawn keeps it thick at its base. Since it's so tall, cut the grass on your mower's highest possible setting and wait a bit for it to recover before cutting it again (week or two depending on the amount of rain)

If this is for a place you're not gonna live in and are getting rid of - just cut it. If this is a place you're moving into and care what happens to the yard, put down fertilizer (just use 10-10-10, it's comparatively cheap and works just as well for what you need) and lime ASAP and water well.

The bare spots: remove anything covering the bare dirt. Tear up the dirt so the seed could work into, put seed on dirt, mix in the dirt a bit and cover loosely with the straw. water those spots regularly and they should have grass in them in a couple weeks.

There ya have it except if you wait a week to mow after the first time with the baldes on high then you'll probably be right back where you started. Mow with blades all the way up, lower blades a bit in a couple of days and mow again then drop it to 3 " and mow again in a couple of days.

Or if you have mulching blades mow on high, wait a couple of days drop to three inces and mow again.

yeah - JH - I'm thinking if it's about 10 inches - when he cuts it, it's gonna scalp it and he'll just have yellow sub-blade grass that's why I say wait a week or so.

JB - if when you cut it high the first time, it looks yellowish overall, wait a bit - if it looks green overall, cut in a couple days again just a bit shorter...
