I sometimes watch bad sci/fi or horror films just because they are so funny. They have to be trying to be serious for it to work for me. Here are some of my favorites:

    Bats
    Fortress I
    Fortress II
    Beowulf

    Whoa . . . death by stereo!

    Love at First Bite

    The Goonies

Some of the old stuff that wasn't intended to be funny, but looks really campy now, like Them!

My daughter has some really old, extremely low-budget stuff like The Crawling Eye. :D

I love Mystery Science Theatre, with the running commentary. Can't watch it now though--no cable :(

Only one movie comes to mind when you brought this up... Peter Jackson's Dead Alive. Honorable mention goes to Evil Dead (all of them). They are not funny because they are bad. They are funny because they intend to be.
