    What's the penalty?

    So what do the NFL rules say about a team that doesn't make the salary cap? Does it have to leave the league? Forfeit a game? Fire the coach? Pay a fine? Washington's Snyder would really fear that!!!!!

    Seriously, what are the penalties?

    you have to be under the cap period. If that means less than a full roster to get there, that's where you end up. The Redskins may end up with less than 53 players and then the union will bitch about lost jobs and such.
