Is their an unwritten rule somewhere that all former Panthers DB's must go to Florida?

I don't know why they do that. If those guys were so good, why did we cut them? It certainly hasn't helped them in the past.

I'm confused, because Jackson signed an injury settlement per Gantt... how can a player that signed an injury settlement be picked up off waivers??

I don't think he can. Maybe he agreed to it, but didn't sign it, or they didn't turn it into the league to make it official. I'm sure he'd rather have a job than a check for a couple of weeks, so maybe he declined it afterall. Just speculation.

who knows he may have gotten a broken pinkey during practice, he can still play with a broken pinkey. but the Panthers gave him some $$ to let him go

I also dont see anything in the rules saying that another team can't sign a player that has reached a injury settlement with another team.... I think that is something like 6 weeks before the team that settled can sign them back to the team, someone posted it last year when we was having all of those injuries last year

I'm going completely off memory, so I could be 100% wrong, but I think a player who signs an injury settlement and then joins another team simply has to return his settlement in full. I think so anyway.

    Injury Settlement (IS)
    - Change Teams: The player can sign with any other team or re-sign with the original team after 10 weeks
    - Cap Hit: the player agrees to a lump sum payment that is counted toward the teams total cap figure for that year (I haven't found anything that addresses remaining signing bonus but I believe you treat it as you would a release).
    - Other: a team is not allowed to re-sign a player for that season if they cut him during the preseason (only found this reference in one place).

Also, an IS is a "take this so we don't have to put you on IR for your football related injury and pay you for the remainder of the year taking up cap space" type buyoff. It is not refundable.
