    Tepper doesn't fucking know what he's doing. He's a rich dude who bought the team on a whim. He hasn't done any homework on how to structure a front office, and this is proof. He thinks he can just make it up out of whole cloth.

    Maybe so, but this shows that he doesn't know the rules and hasn't sought any council from experienced NFL people. It's disturbing.
