is there a draft, or do we wait until the next season and draft from the best of 2 years worth of players?

Draft goes down like normal. That is covered under the current CBA.

From what I've read a rookie salary cap is wanted by both the owners and the existing players. Maybe they can get that done and notarized so the sting of a top 5 pick won't hurt as much while the owners and players work on the rest of their agreement

If there is no new CBA, teams won't be signing draft picks. They will simply own their rights until a deal is reached.

It's all clear now. JR is tanking the season to get the top pick, while engineering a rookie salary cap so he doesn't have to pay him insane mega bucks.

and if there is a holdout, we've got a top pick this year and next year also? or do we have a lottery (or something like that) to determine the order next year.

What exactly are the "sticking points" that are jeopardizing the agreement's passing?

There are lots of small issues, but the main problem is how much money do the players get and how do the owners want to divide their share.
