Davis was once considered a great football mind. He made a living as a football coach in the 50s and early 60s, and served as the Raiders GM and coach until briefly becoming the AFL Wartime Commissioner in 1966. Once the merger was announced, he bought a 10 percent stake in the Raiders and returned to his GM role. He slowly bought and litigated himself into majority ownership control by the early 1970s.
