If a 16 year old buys a beer in England or France, he is not doing anything illegal. Just like if Sammy does steroids in the DR, he was not doing anything illegal.

 

That doesn't matter - if he does something that is legal in the country he is in, it's not like the US can say he broke the law.

 

I think you're missing the point here or don't understand what purgery is.

What he took and where he took it is irrelevant. He was asked under oath if he ever used performance enhancing drugs and he said no. He has committed purgery.

Here is what he said.

To commit perjury he would have to be lying about specific facts on each of those statements. Which ones was he lying about. Notice how he used illegal and breaking laws? If he used drugs that were legal in the DR, but illegal in the US, he would not be lying as long as he only cycled in the DR.

 

But wouldn't those drugs still be in his system once he was back in the US? Splitting hairs I know, just curious.

 

That was his opening statement. He was later asked directly if he used PED's.
