    Nobody. Those are blackout areas.

What do the white areas mean?
Welcome to the world of blackout rules. The short answer is: no game at all. This can be due to one of two rules: a) no games can air at the same time as a local team's home game on another network, or b) if a game is blacked out because it doesn't sell out, the network with the doubleheader can only show one game. Don’t shoot the messenger, I think the rules are stupid too.

I forgot that the answer came from the guy's Q & A section below the maps.

the North Georgia area (including Atlanta) will get the Steelers vs Falcons game on CBS, but nothing on Fox. That is part of the rule they speak about. the area in Texas is the Houston market so they will get the Jags at the Texans and nothing on Fox. Same with the Buffalo and Kansas City areas.

I can't, however, understand the Oakland/San Fran blackouts. San Fran is off this week and Oakland plays at 4:15.

The absolute worst was living in NY/NJ.

The Jets being on CBS blacked out Fox, and the Giants playing at home on FOX would black out CBS.

In 03, both teams were miserable and we ended up drinkng a lot at bars.
